I agree, the Windows controls could be better, but they are still useful for many parents.
It would be nice if Microsoft would add some degree of filtering as Apple did with their OS-based controls.

I think, that build-in parent control in Win is far from perfection, so I’d recommend you to buy a separate programm with many features, for example, I use Time Boss.
It is not visible (if you don’t wanna see it), it allows not only to block, but to reduce time of use for certain sites.
It works with explorer only, but it’s cool.
